Invitation for Expression of Interest (EOI)

 

to

Provide Broadband Internet services in Earthquake affected districts

  1. Nepal Telecommunications Authority (NTA) is the Regulatory body of Telecom Sector in Nepal. NTA collects 2% of the Gross Income as a Rural Telecommunication Development Fund (RTDF) from telecom service providers.
  2. A strong earthquake of 7.8Richter scale magnitude hit Nepal in Gorkha near Barpak, on 25 April 2015 and a very powerful aftershock of 7.3Richter scale magnitude on 12 May 2015.
  3. Gorkha, Dhading, Nuwakot, Rasuwa, Kathmandu, Lalitpur, Bhaktapur, Sindhupalchowk, Karve, Dolkha, Ramechhap, Okhaldhunga, Sindhuli and Makwanpur are the massive earthquake affected districts. This disaster left massive damages with nearly 9000 deaths and 5000 Villages being destroyed.
  4. The reconstruction process has been initiated and intends to use Information Technology (IT) to support the process of reconstruction, in those areas.
  5. NTA intends to utilize RTDF to provide Broadband Internet services in those Earthquake affected areas through public places, such as Village Development Committee (VDC) offices, Education institutions, health centers, etc.
  6. The Chairman on behalf of Nepal Telecommunications Authority (NTA) invites Expression of Interest from eligible Internet Service Providers (ISP) having expertise and operational experience in planning, designing and Implementation of Rural Internet Services. Selection procedure shall be as per “The Telecommunication Act 2053, The Telecommunication Regulation 2054, Telecommunication Policy, 2060 and Nepal Telecommunications Authority (NTA)'s by-law related to RTDF disbursement and financial”.
  7. The EOI is required to be submitted in the standard format provided for this purpose. The Data Sheet_, draft Terms of Reference (Terms of Reference), format for submission and other details can be downloaded from NTA website http://202.45.147.172.
  8. The original and a copy of the EOI shall be delivered to the following address, no later than 15:00 hrs (Local time), on or before 27 May 2016.
