Invitation for Expression of Interest (EOI)
for
Consultancy Service on Formulation of Regulatory Framework for Mobile Number Portability

1. Nepal Telecommunications Authority (NTA) plans to appoint a Consulting Firm to develop regulatory framework for Mobile Number Portability including implementation mechanism on the basis of international trends and practices.
2. NTA invites Expression of Interest from eligible International Consulting firms to select an experienced competent consulting firm based on QCBS criteria as per “the Public Procurement Act (PPA) 2063, the Public Procurement Regulation (PPR) 2064" of Nepal and NTA Financial Bylaws 2010 for “Formulation of Regulatory Framework for Mobile Number Portability” for the input of International and National experts of the following key position having appropriate management, technical and geographical competence;

3. The interested consulting firm shall submit the information relating to experience in past ten years with summary of such projects and important financial details. The estimated duration of assignment would be four months. The EOI is required to be submitted in the standard formats stipulated for this purpose. The EOI, Terms of Reference (TOR), format for submission and other details can be downloaded from NTA website http://202.45.147.172 ( find captioned project, click on “view” and download “TOR document”). These details and any further information can also be obtained from the NTA.
4. NTA plans to engage the above consulting firm to take care of all aspects of the project, including assisting the NTA in overall management support for the formulation of regulatory framework including provisions for MNP in Nepal. The Consultant will report to and work under the overall guidance of the NTA and is expected to commence the services by March 2017. The detailed RFP will be sent to the shortlisted consulting firms evaluated through the submitted EOIs. The consultant will be selected through the second stage of competition held among the shortlisted candidates selected through the evaluation.
5. The EOI one copy in original and one in copy should be delivered to the following address no later than 15:00 hrs (Local time) on or before 20 January, 2017.

6. Further, clarification can be obtained from NTA at the address given in paragraph (5) between 10:00 to 17:00 hrs on or before 10 January, 2017 on working days (except public holidays) and responses to the clarifications sought will be provided by 15 January, 2017.
