Invitation for Application to Build District Optical Fiber Network and Provide Optical Network Lease Connectivity Services in Province no. 4 & 5.

Nepal Telecommunications Authority (NTA) is collecting two percent of Gross Adjusted Revenue as a Rural Telecommunication Development Fund (RTDF) every year from the Service providers in telecommunications sector as per the Telecommunication Act, 2053. NTA intends to apply a part of RTDF to cover eligible financial subsidy to the selected licensee(s) to build District Optical Fiber Network from Arughat (Gorkha) to Burtibang, (Rukum Simina) by installing information superhighway on Midhill Highway and provide Optical Network Lease Connectivity Services for the development of telecommunications service in 21 Districts of Province no. 4 & 5 of Nepal.
The Chairman, on behalf of NTA, invites Requests for Applications (RFA) for the award of the contract from existing NTA licensees (Basic, Mobile and Network Service Providers), individually or in their joint venture/consortium to build District Optical Fiber Network and provide Optical Network Lease Connectivity Services within next two years. NTA will provide subsidy to the successful Applicant from RTDF to connect 21 District Headquarters. The contract (subsidy) shall be granted to the qualified applicant that has applied for lowest subisdy.
RFA document shall be made available from 29 September 2016. Eligible Applicants may obtain further information and inspect the RFA documents at the office of Nepal Telecommunications Authority, Kamaladi, Kathmandu, Nepal, Tel:+977-1-4255474, Fax: +977-1-4255250, Email: firstname.lastname@example.org, URL: www.nta.gov.np.
RFA documents may be purchased from NTA by eligible Applicants on the submission of a written Application, and upon payment of a non-refundable fee of NPR 10,000.
Pre-Application meeting shall be held at NTA office premises on 27 October 2016, 14:00 Hrs.
Sealed Applications must be submitted to NTA on or before 11 November 2016, 15:00 Hrs. Applications received after this deadline shall not be accepted.
Applications shall be opened in presence of Applicants' representatives who desire to attend on 11 November 2016, 16:00 Hrs. at the office of NTA, Kamaladi, Kathmandu, Nepal. Application must be valid for a period of 120 (one hundred twenty) days counting from the day of Application opening and must be accompanied by bid security, amounting to a minimum of NPR 75,000,000.00 for this bidding, which shall be valid for minimum 30 days beyond the Application validity period.
If the last date of purchase, submission and opening falls on a public holiday then the next working day and stipulated time shall be considered as the last day and time.
NTA reserves the right to accept or reject, wholly or partly any or all the Applications. However, NTA will provide reasons to the Applicants, whatsoever.
